What Is Chat Control? How EU Legislation Is Killing End-to-End Encryption

Problem

Instagram removed end-to-end encryption from DMs. Meta blamed “low adoption.”

But I think the real reason is Chat Control legislation.

Chat Control is EU legislation requiring messaging platforms to scan private messages for illegal content - effectively making end-to-end encryption impossible.

The Dilemma

Chat Control creates an impossible choice:

The Encryption Dilemma
E2E encryption  →  Platforms cannot read message content
Chat Control    →  Requires platforms to scan all messages


Result: These requirements are mutually exclusive

Platforms are choosing to remove E2E rather than fight the legislation.

How Chat Control Works

EU Chat Control Regulation:

  • Requires scanning of all private communications
  • Platforms must detect Child Sexual Abuse Material (CSAM)
  • Originally required client-side scanning (breaking E2E)
  • Now encourages “upload moderation” - scanning before encryption
  • Critics call it “mass surveillance by another name”

UK Online Safety Act:

  • Similar requirements for message scanning
  • Can compel platforms to break encryption
  • Ofcom can demand technical changes
  • Powers to require “accredited technology” for scanning

  1. Use Signal - Non-profit, open-source, fights for privacy
  2. Contact your representatives - Oppose Chat Control-style legislation
  3. Support privacy organizations - EFF, Signal Foundation, Access Now
  4. Educate others - Explain why “nothing to hide” is a fallacy

Understand the Arguments:

The Reality:         Criminals will use other tools;
